Use a virtual machine to create a 2.88 floppy, then use HDCOPY to do it....
Or the simplest way is just to find one someone else already made and edit it....

1. Prepare a 1.44M floppy disk image file, or use HD-copy or WinImage to make a 1.44M floppy disk image file;
2. Use WinImage to open that image file, choose the menu “Image” -> "Change format", and you can change it into a 2.88M disk image.

There used to be a piece of software that made floppy capacity reach 2.88M by staying resident in memory. If anyone wants it, I can try looking for it on my antique 386 machine.
