“Make a Win98 boot disk” is no longer “under XP.” For this kind of switching problem between DOS and WIN2000/NT/XP (without rebooting), we can only ask moderator-level experts for advice!

Boot pure DOS under XP? Then you can only use a virtual machine. But even that isn't as pure as real-mode pure DOS.

SOS: This young lady wants to learn programming lately, and also pick up a little DOS on the side, but I'm using XP, so how can I get into DOS? There are so many boot disks on the forum, just download one and put it onto a floppy, wouldn't that do it?

WINPE also actually can't enter DOS real mode; it can only run under 32-bit Windows DOS commands, and it's not very mouse-friendly. In that case, you might as well use XP's recovery console instead. It has ready-made prompts, it just can't go online.
