1. It has to be small and fast!
The following only applies to ones based on MS-DOS
My boot files are only 3!
msdos.sys, io.sys ,command.com, I'm using MS-Dos8.0
That is, the one that comes with WinMe, because in some ways it's better than the one in Win98!
2. Absolutely no Autoexec.bat or Config.sys files
In other words, don't load anything else at startup!
I really dislike all kinds of Chinese boot disks and such on the Internet!
They have lots of functions, but one boot takes several minutes! Slower than entering WinXP!
And they even do startup screens, load Chinese, and all kinds of other boot menus!
Floppies are already old-timers to begin with, and after all that they're practically dying anyway, in one word: slow
But when I use only those three files, I can enter the system and start working in 2 seconds, that's efficiency!
As for memory, I didn't load any memory-related programs, and so far I haven't run into any problems. Even running Ghost2003 is no problem, and that file is almost 1M
Besides, most of the time when using it to boot it's for maintenance, not for playing any big games, so there's no need to worry about memory
As for why Ghost2003 can run, I don't know. Logically there shouldn't be that much memory

For example, for the Chinese character support system, I only need to type TW and it's mounted, much nicer than loading it at startup
And most of the time there's no need to mount it
Also, long filenames, NTFS, etc. can all be entered when needed!
The CD-ROM can be done this way too. I don't think it's necessary to load the CD-ROM at startup
Because using the CD-ROM isn't that common in the first place, and now there are those that can manually load the CD-ROM after startup is complete!

It seems there is something called CTLOAD or something that loads the CD-ROM after startup?

I heard VIDE-CDD.SYS is very good, though it seems a bit big, over 10K

Why do you still need this after using the driver?

I found that the CD-ROM one in FreeDOS seems very small, and it doesn't use MSCDEX either
