Regarding the problem that SMARTDRV cannot be loaded in DOS! And the error report!!

config.sys
device=himem.sys
device=emm386.exe noems novcpi i=b000-b7ff
Dos=High,Umb

I tried several DOS versions, and SMARTDRV could not be loaded in all of them.
The error report is as follows:
SMARTDRV cannot be loaded because the XMS driver, HIMEM.SYS is not loaded, check the config.sys file for a device=HIMEM.SYS command line.
I tried to modify config / replace HIMEM.SYS, but it didn't work:
Error: unable to control A20 line!
XMS driver not installed
I tried to modify config.sys / replace HIMEM.SYS / add the EMM386.exe command line again, but it still didn't work:
An error has occurred, but the correct message could not be found.

Hope to find out the reason why SMARTDRV cannot be loaded!!! Thank you!

Never disabled the Fast A20 Line in the CMOS setup. I don't know if disabling it will affect the loading of HIMEM.SYS. Please take a look at how to set it in CMOS.
