Click "Start" --> "Run" --> enter "services.msc" --> click "OK" --> double-click "Messenger" --> under "Startup type" choose "Disabled" --> restart the computer

That will do it

Wouldn't modifying the system registry and the Windows system configuration files be more thorough, and also not require disabling some functions?

This method can sometimes be very dangerous
and the Messenger function is unnecessary anyway, it only becomes a tool for "people with bad intentions"......

This is a message service tool built into WIN2000/XP itself, and some people use it to send ads. Just turn it off like ROY said. If you're using WIN2000, you can copy over XP's MSCONFIG to disable this service. You can also use the method ROY mentioned; of course, the wording in the Simplified Chinese edition is a bit different from the Traditional Chinese edition.
