The grldr must be placed in the root directory, and menu.lst can be placed in the boot directory.

No. Currently, common system boot programs all require to be placed directly in the root directory. For example, io.sys for DOS, os2ldr for OS/2, ntldr for NT systems, and bootmgr for NT 6.x, all require to be placed in the root directory. The key reason is the limitation of the capacity of the boot sector code, which makes it impossible for the boot sector to hold the code to find the boot program in a non-root directory.

If it's not a USB flash drive but a hard disk, then there is a way, that is, use the MBR code of the 63rd sector to load the boot file in the subdirectory, such as GRLDR, etc.
