I just want to rename a single file in a specified directory. I've been searching online for a long time and all I find are batch renaming in bulk, so I'm asking for a batch command to rename a single specified file in a directory. Big shot, please post a piece of code!

Batch processing: Rename C:\11\123\456.txt to 789.exe
ren c:\11\123\456.txt 789.exe
Prerequisite: 456.txt cannot be running.
