Finally got it sorted out. It was either because of the config.sys or a missing font file.

WinSail V2.0 has a total of four versions.
The first version is "Bc31 + CPU above 80386", developed on the DOS platform.
The second version is "Bc31 + CPU above 80186", developed on the DOS platform.
The third version is "Bc45 + CPU above 80386", developed on the Windows platform.
The fourth version is "Bc45 + CPU above 80186", developed on the Windows platform.
The one downloaded online is the first version, which is completely free.
The functions of the second to fourth versions are only available in commercial versions.
The price of the commercial version of WinSail is ￥2500 per set, with no License restrictions.
The functions of the "commercial version" and the "free download version" are completely the same!

I also encountered such a problem, and finally found that it was caused by the "font file" not being loaded.
The boss said in the post: "(2) WinSai needs font support when starting, so in the current directory of the Exe file, there needs to be a font. Generally, the font names are: "Display.Fon", "DisplayF.Fon", and "System file is not enough!" is generally encountered."
