Software Restriction Policies have nothing to do with the registry. To set which programs cannot be started (or in which places they cannot be started), you generally have to add the settings manually. The file is "%windir%\system32\GroupPolicy\Machine\Registry.pol". This file is encrypted by the system; you can either back up Registry.pol or delete it. You can refresh it with gpupdate /force.
