I want to run two programs at the same time under DOS. How can I do it?

If that program is a TSR program, then it can stay in memory at the same time, and you can activate it with a hot-key~ But it still can't be like Windows, because under DOS it is cooperative multitasking~

Try some DOS multitasking software, like TriDOS and the like; they can do multitasking. Also, by using some DOS GUI programs, such as SEAL and WIN, multitasking can be achieved as well.
