Can a DOS boot disk be burned onto a CD, and then used to boot from the CD like a floppy?

As long as your BIOS supports booting from CDROM, it can boot.
There are many ways to do it. Look around yourself. |

Of course you can. Almost all burning software now supports booting with a floppy disk image.
