Question: 1. How to make an IMG of any size. 2. Then how to make the IMG you made into a bootable IMG.

Use ramdisknt or ramdisk98 to emulate a hard disk, read it out with winimage, save it in IMA format, and BCDW can load it when booting from a boot disk, but it's very slow!

IMA, IMG, and VFD all seem to have boot information.
