I think size really isn't the issue. If it's bigger, it can just be burned onto a CD. If a Win98 that can run from CD could be made, that would be much more useful. I wonder whether this idea is feasible???

This is a good idea, but quite a few problems need to be solved, like hardware detection and installation after booting, and writing temporary files to disk.
