For example, if there is d:\a.htm
I want to cut it to e:\, and after cutting it, a.htm will no longer exist on drive D
If there is an a.htm file on drive E, overwrite it

I basically never use move; of course copying first and then dealing with it afterward is safer~

It doesn't support moving folders across drives, try files instead.
