If I use a Win98 installation CD and enter DOS through "start computer without cd-rom support", is that pure DOS? Can it be used to flash the BIOS? Is it the same as MaxDOS pure DOS mode?

Yes, they are both DOS and can be used to flash the BIOS, but you should be careful not to load any CONFIG.SYS or AUTOEXEC.BAT when flashing the BIOS.
