Can various IMG files be kept on the hard disk and these IMG files be booted from the hard disk into a system? That way it would be convenient to provide various environments.

This is exactly the dual-boot solution Microsoft originally used to solve installing XP on Win98 computers. It just wasn't an IMG file, but a boot sector file named *.dos

An IMG file is originally a disk image file, so booting from it while it sits on the hard disk is itself redundant. If you understand how hard disk booting works, then you'll know that it's impossible for a hard disk to boot using an IMG file. If you want multi-boot, you can use a multi-boot manager.
