Where can I download Xiwang Cihai or the Yilin English-Chinese Dictionary? I want to Chinese-localize software. How do I load it? Please help!!!

I loaded Xiwang Cihai in UCDOS, but I can't bring it up with the hotkey. Why? Is there also the Yilin English-Chinese Dictionary? Give me a link, Teacher Mo!!!!!!!!!!
