Use a USB drive deployment tool. For example, if it's larger than 256M, choose HPUSBFW. If it's smaller than 256M, you can use USBOOT or liubenBootU for formatting, then put the essential boot files IO.SYS/MS-DOS.SYS/COMMAND.COM in it. For specific matters, you can go to the boot group.

Use usboot, it will put io and msdos into the specified sector
