I’m used to using InCD to read and write RW discs; its file system is UDF. That makes it basically no different from a USB drive in actual use.

Occasionally I need to read this kind of UDF disc under DOS, but MSCDEX is of course too old to support it. I also tested SHSUCDX, and it doesn’t support it either.

There is no driver under DOS that supports UDF; DOS only supports the ISO file system.

Even if the disc uses the FAT32 file system (possible on DVD-RAM discs), DOS still does not support it.
