China DOS Union

I saw on the forum that there are introductions to DOS menus with Chinese characters, but they all need to rely on other programs, and the config.sys file also needs to be modified.
I wonder if there is a way to directly load the hzk16 file in config and then simply display some Chinese characters under the config menu.
I saw an introduction to VTMAGIC. I don't know how to use it specifically. Is there a detailed introduction and an explanation? Thank you!

vtEdit is this software not for editing Chinese in DOS files under Windows? I tried it and couldn't succeed. I don't know if I made a mistake in my steps.

My steps are as follows:
1. Randomly edited a few Chinese characters with VTEDIT. Saved as a *.BAT file, and also generated a *.exe file.
2. Executed the *.exe file under DOS, and then used the command type *.bat to check if there were Chinese characters, but each time the displayed Chinese characters were garbled.
