But you can create a shortcut for it, then hide the original file, and the shortcut can change the icon.

It can be modified with exescope. It seems that the source file cannot be directly modified as it is read-only. You can first copy cmd.exe from system32, then open it with exescope, and you will find that the icon can be replaced. Then you can replace it with the icon you like.
