Can the NET command be used to create and change user names and passwords under the command prompt of XP? Can such a function be realized in MS-DOS?

A pure DOS software that can change any password of WINDOWS XP, dospass.exe. Just search for it.

That one can only clear the password, not "create and change the username password".

I have tried creating a password with NET USER in CMD, but I haven't tried deleting it. You can give it a try
