It is very likely that the writing head of the hard disk is damaged or the writing circuit is faulty, but reading is normal.

I think you should find a real low-level formatting program to perform low-level formatting. The software you are using is not strictly a low-level formatting program.

This is easy. Find the latest version of the machine dog online and give it a try.
If it gets penetrated, then it means this kind of restoration isn't very powerful.
