I think, md with a dot.. The directory itself actually has a dot.
You can do this with the third-party command RenamePlus.EXE:
RenamePlus.EXE 我带一个点. 我带两个点..
RenamePlus.EXE 我带两个点.. 我带一个点.

When creating a folder ending with a dot, does RenamePlus.EXE use the same method internally: md test..\

RenamePlus.EXE is not for creation, just for renaming, supports directories and files, and also supports those with dots
