Why does the above code never clean IE completely, or simply not work at all?

%temp%\cleantmp.txt
This path has spaces, right? You need to add double quotes:

for /f "usebackq tokens=3*" %%a in ("%temp%\cleantmp.txt") do (

Also, before the code has been tested successfully, I suggest removing >nul 2>&1
