It's about the input methods in the detailed information of Region and Language. Can you delete a specified input method among the ones you switch by pressing Ctrl+Shift? Take Smart ABC as an example. Once you run the input method, you can make Smart ABC disappear from it, and no matter how you press Ctrl+Shift, you won't switch to Smart ABC.
