DOSSHELL from DOS 6 can be used on FAT32, but long filenames are out of the question.

Too bad it doesn't support long filenames. But now under Windows 3.x there is also a file manager that supports long filenames -- the Explorer in Calmira LFN, making operation under Win3.x just like under Win9x.
