Do you mean a Chinese boot floppy? You just need to put a Chinese character support system on the system disk. There are quite a lot of them, but the most commonly used one is Tianhui. Then add the command TW /np > NUL to AUTOEXEC.BAT.

Tianhui can automatically Chinese-localize DOS prompt messages, and its size is kept to a minimum. Tianhui 3.1 compressed edition + Wubi + Pinyin + the DOS prompt Chinese-localization message library only add up to 450K.
