I want to make a CD start up,
and have it launch a windows.htm
How do I write it with Notepad?
If I directly write open=windows.htm it says it's an invalid WIN32 program

Find some software that converts htm to EXE, generate an exe file, then just write open=windows.htm

What software can do this?

There are too many of them. Actually this is a kind of packaging software, compressing html gif jpg into an executable zip or rar package

If you want to be lazier, WinRAR can do it. Just choose an sfx self-extracting archive, then have WinRAR automatically execute windows.htm after extraction

This is called CD autorun.

Right, this refers to the autoplay function under WINDOWS, it's not called CD boot.
