Do you want the full set or what? If you just need an environment that supports Chinese display, the simplified UCDOS version or CCDOS97 will both do.

If you mean the full original package, that's really too big, but there are still places to download it. Try searching with GOOGLE. I'll upload a simplified Tianhui version here; it runs directly under DOS, and the functions are about the same!
