I downloaded it and tried it out, and my impressions are as follows:
From beginning to end, I felt this is actually a modified version based on MS-DOS 7.10! So it has all the characteristics of MS-DOS 7.10: support for large hard disks, FAT32, long filenames (requires DOSLFN), etc. And its version number is also 7.10.. From my analysis, this author must be quite familiar with the IO.SYS file in MS-DOS 7.10, so he modified and compressed (!) it, and then replaced things like “MS-DOS” and "Microsoft" with things like “Ripetis.DOS”! Really an expert..
But as for COMMAND.COM, it's only a simple character-string modification, for example changing “Incorrect MS-DOS Version” to “Incorrect DiscDOS Version”, and changing “Windows Command Interpreter” to “Ripetis Command Interpreter”, and so on. So this COMMAND.COM is actually no different from the one in MS-DOS 7.10.
