98, me right-click on the desktop blank space, New - Shortcut - Type rundll32 user,exitwindows, click Next - Finish. You can see the shortcut icon on the desktop, right-click - Properties, define a shortcut key by yourself. I use F12, confirm.
Okay, done. I haven't tried it under XP and 2000 : ) |

Or you can press the Power key on the keyboard (if available) to achieve one-click shutdown.
