Used under DOS to return to the "Windows startup menu" without needing to reboot

Is there one?
I followed an article online and used debug to write one myself

But when I execute that command under DOS, it just reboots the machine!

As long as too many TSR programs haven't been loaded, or after unloading them, you can use grub.exe to boot directly from DOS into Windows
