If you want to get into DOS in winme, you have to go online and find some modification software to “bring out” the DOS mode under winme...
If what you downloaded is an msdos image file, you just need to find software that can open image files and extract it.
Under windows I recommend winimage. You can download it online.

If winme needs to enter DOS, there is a relatively simple method: you can use the IO.SYS, COMMAND.COM, and MSDOS.SYS from a WINDOWS 98 boot disk
to overwrite these three files under C:\, then restart the computer. Of course, you'd better back up these three WINME files first. After overwriting them back again, it will return to the WINME boot system.
