Does any senior expert know a method and tool for making network boot CDs under DOS without using a floppy drive??

Without a floppy drive? Under DOS you can use IMGDRIVE to make a “floppy drive”, format it and save it as an HD IMG file, and you can also use GETBTIMG to make it into the boot disk for a bootable CD. Not sure whether that meets your requirements.
