Is there any tool that can modify or add files to a non-standard IMG image? It needs to be in command-line mode. No GUI.

Everyone has many people who don't know how to set the size when making large images. Now I will send you the image size comparison table. Just enter it in the place circled in red in the following figure. For example, if you want to make an image of 5.76MB, just enter 11520.
Image size | Number of sectors 1.44MB | 2880 bytes 2.88MB | 5760 bytes 4.32MB | 8640 bytes 5.76MB | 11520 bytes 7.20MB | 14400 bytes 8.64MB | 17280 bytes 10.08MB | 20160 bytes 11.52MB | 23040 bytes 12.96MB | 25920 bytes 14.40MB | 28800 bytes 15.84MB | 31680 bytes 17.28MB | 34560 bytes 18.72MB | 37440 bytes 20.16MB | 40320 bytes 21.60MB | 43200 bytes 23.04MB | 46080 bytes 24.48MB | 48960 bytes 25.92MB | 51840 bytes 27.36MB | 54720 bytes 28.80MB | 57600 bytes 30.24MB | 60480 bytes 31.68MB | 63360 bytes 33.12MB | 66240 bytes 34.56MB | 69120 bytes 36.00MB | 72000 bytes 38.88MB | 77760 bytes 41.76MB | 83520 bytes 44.64MB | 89280 bytes 48.00MB | 96000 bytes 72.00MB | 144000 bytes |

Oh, I'm confused... I forgot to mention that it needs to be pure command line. No interface.

Oh, really off the point. What is needed is something that can be used in the command line under pure DOS, not in the Windows command line. You get it?
