Where can I find a complete tutorial on making WinPE?

What Microsoft provides can only make a command prompt interface; it seems you can't add a browser.

If possible, how should it be added? Please give me some guidance, experts.

If you want to make it yourself, go take a look at 911. What you need to use is pebuilder, and the download information is there.

If you want to save yourself some trouble, go take a look at Wuyou. There are finished products by experts there, as well as materials on modifying other people's finished products.
