You can just copy the EDIT.INI and EDIT.HLP files to other places. Environment variables can be set freely, with basically no restrictions. Only some special environment variables have their specific meanings, such as COMSPEC and so on.

The EDIT command will automatically call these two files in the current folder. Therefore, just place them together.
