Under XP
for startup and shutdown scripts,
aside from setting them manually under security policy,
can they be configured automatically with a batch file?

For home use? Or some other place? Wouldn't it be OK to just use a startup script directly? If the OP absolutely wants to clean up junk generated during use when shutting down, here's an idea for the OP: use exescope or similar software to modify the Start menu, change the shutdown button, and replace the shutdown button with a BAT or some other script!

Supplement: this excludes the possibility that the OP is using it in an internet cafe! Because internet cafes have restore software. If the OP absolutely has to use it in an internet cafe, then think of a way to monitor key system processes like winlogon, and use the actions of system processes as trigger conditions to run the script!
