Since the DOS Union has become more influential and the number of registered forum users has also increased sharply, it is necessary to make some changes to the original union charter. Below is the revised draft of the union charter; please give your opinions.
=========================
Draft Charter of the China DOS Union
1. The nature of the China DOS Union
The China DOS Union is a non-political, non-economic loose voluntary organization built on the Internet and spontaneously formed by DOS enthusiasts. It is composed of participating members (individuals and personal websites), with the purpose of studying DOS, promoting DOS, and developing DOS.
“China” here refers to a broad concept, not a political or regional one. We welcome any DOS enthusiast who uses or understands Chinese to join. Of course, using non-Chinese is also allowed as long as it does not hinder communication.
The DOS Union Forum is the central base for member activities. Basically, all registered forum members are regarded as participating members.
2. The goals of the China DOS Union
The goal of the DOS Union is to publicize DOS in the Chinese-speaking world, promote DOS, and push forward the development of DOS, ultimately promoting the development of computer applications and skill levels among Chinese people, so that computers may better serve our national interests. The China DOS Union does not exclude any non-DOS operating system, nor does it exclude any non-Chinese language.
3. The relationship between the union and its members
The relationship between the union and participating members (individuals or websites) is a loose cooperative relationship rather than a subordinate relationship in the usual sense.
The union will never seek economic profit, nor will it allow participating members to seek illegal economic profit or infringe upon the lawful rights and interests of others. Members are not allowed to engage in words or actions that violate the law or traditional morality. Members who seriously violate the principles will be expelled and condemned. But since the union has no real binding force over its members, the union therefore does not at any time make any form of commitment or guarantee regarding the conduct of any participating member.
4. Political and legal issues related to union members
The China DOS Union is a non-political organization and does not seek any political benefit; this issue is considered from the standpoint of safety.
The union does not concern itself with the political positions of any member or non-member, and does not in any way (explicitly or implicitly) require members to agree with or oppose certain political viewpoints.
For reasons well known, most of our members are located in the mainland, and the forum server is also hosted on Zhengzhou University’s server. Therefore, for the safety of the union, especially the forum, we require members’ posts not to violate mainland laws and regulations, and participating websites must not publish political articles that seriously violate mainland laws and regulations.
We very much hope that the DOS Union can achieve the goal mentioned in the second point. However, the first prerequisite is that it must continue to exist. We ask for everyone’s understanding on this point.
5. Rules of conduct among members
In the China DOS Union, all members are equal, and members should respect and understand one another. No one is allowed to have privileges.
Each forum moderator is a devoted enthusiast who voluntarily takes on various forum management duties. If members have any objections to the conduct of moderators, they may express their opinions in the designated community (the board affairs section).
Members who engage in the following behavior will be regarded as unwelcome, and in serious cases will face penalties such as post deletion, criticism, ID bans, etc.
① Using uncivilized, immoral, vulgar, rude language, abusing foul words, and refusing to accept criticism and correct it.
② Publishing articles and posts that seriously conflict with mainland laws and regulations and may endanger the safety of the forum or even the union.
③ Using seriously insulting or discriminatory language toward other members, or attacking and abusing other members without cause, creating disunity.
④ Deliberately using dialect expressions to flaunt oneself, promoting localism, etc., with serious suspicion of insulting or discriminating against other members.
⑤ Posting excessively and recklessly, wasting resources.
⑥ Moderators abusing management powers to deliberately target or suppress other members.
⑦ Using the union in various ways to seek improper political or economic benefit for oneself, or damaging the union’s reputation.
⑧ Other acts that may endanger the safety of the union and the forum or create division.
6. The DOS Union and copyright
The union acknowledges that it has quoted materials or software not under its own copyright, but declares that they are not used for commercial purposes. If you believe the union or its members have infringed your copyright by quoting your software or materials, please notify the union, and the union (or participating members) will delete them as soon as possible.
Software or materials under the union’s own copyright are welcome to be quoted by other individuals or websites, but the source must be indicated.
7. Management of the DOS Union (this has never been implemented, but will not be changed for now)
The union is to be managed by a council. From among the participating individual members, 5-10 members are to be selected as council members, responsible for the management and operation of the union. When there are differing opinions, the council will act according to the principle that the minority obeys the majority. Council members are to be re-elected by the members every year.
8. Other supplements
The DOS Union welcomes non-monetary sponsorship from individuals, organizations, etc., such as website space, FTP space, guestbooks, forums, and so on, for the union or its members.
