Which version of WinPE?
If you do it yourself it's a bit difficult. You need to hex-edit setupldr.bin and change its default boot path to WinPE's current path. Also the winnt.sif file, etc.
Then use Grub for dos's grldr to boot WinPE
For example:
title Boot WinPE
find --set-root /peldr
chainloader /peldr
savedefault --wait=2

That WinPE from LaoMaTao, and the CD edition from Shenshan Hongye, can those be turned into a hard disk edition? Is setupldr.bin its boot file? Also, which files are needed to boot winpe?

Use GRUB 4 DOS. First install a GRUBD on the hard disk. Then copy NTLDR MENU.LST to drive C:. The contents of MENU.LST are
TITLE WINDOWS XPE
CHAINLOADER /LDRXPE
Then extract the XPE ISO file and put it under the root directory of C:. Copy the two files from WXPE (rename SETUPLDR.BIN to LDRXPE NTDETECT.COM) out to the root directory.
That will do it. At boot, just choose WINDOWS XPE.
