That is, drag a file onto a web page, and have the address visible on the page. Is there any way, when something is dragged onto a web page (or some element on the page), for the page to produce an effect? Generally people use the Browse button... If you want drag-and-drop, you need a plugin

The IE address bar should be the highest level. The more I think about this question, the more childish it seems. This thread was probably mostly written for nothing. .... Try dragging text into IE and see, try dragging an image in and see... IE just displays it directly... A standalone VBS script can take parameters when something is dragged onto it... A web page is a different matter...
