As the title:

I must use the command line to modify the startup (boot/shutdown) scripts in the group policy,

Only know that the command in secedit.exe is needed

But how to write the inf template for the shutdown script, please give a detailed example

%windir%\SYSTEM32\GROUPPOLICY\MACHINE\SCRIPTS\SHUTDOWN\your_script.bat

2. Registry entries:
