To use a floppy disk to boot Win98, you don't need the IFSHLP.SYS file.
You only need to copy MSDOS.SYS from your C: drive to a bootable floppy disk and overwrite the original file.
You can also boot PWIN98 with the webmaster's DOS7.10 super boot disk.

IFSHLP.SYS is still needed, but the more critical thing is the settings in the MSDOS.SYS file. And the settings in the MSDOS.SYS file on my MS-DOS 7.10 boot disk are universal.

When MS-DOS 7.x starts, if DOS=NOAUTO is not set in CONFIG.SYS, it will automatically load the %winbootdir%\IFSHLP.SYS file.
