How should I optimize my XP? Why does it still take more than 130MB of memory at startup, while some people online say it can be optimized to under 100MB? I don't know if that's true. Does anyone have good experience with this? Please help me, I only have 160MB of RAM.

You can turn off some unnecessary services.

Basically, all of the following can be turned off (depending on your own situation)

1)alerter error alerts
2)automatic updates Windows automatic updates
3)background intelligent transfer service Microsoft says it uses idle network bandwidth to transfer data
4)clipbook shares clipboard contents with remote computers, I think we'd better skip that
5)Computer browser says it maintains the network browse list
6)DHCP client I don't need this
7)Distributed link tracking client keeps LAN connection update info and such, I rarely use a LAN, and this thing takes about 4MB of memory.
8)Distributed Transaction coordinator coordinates xxx, about the same as the one above
9)DNS Client I don't need this
10)Error reporting service error reporting
11)Event Log system log recording
12)Fast user switching compatibility user switching
13)help and support help
14)Human interface device access supposedly for smart devices...
15)IMAPI CD-burning COM service I don't use this for burning discs
16)Indexing service indexing, indexing what?
17)Internet Connection Firewall(ICF) ICF firewall
18)IPSEC Services I don't understand this one, if you want to know ask Quack
19)Logical Disk manager administrative service configuring disks
20)messenger seems net send and things like that use this function
21)MS software shadow copy provider for volume copy backup
22)Net Logon I sure don't want hackers remotely logging in, off!
23)Netmeeting remote desktop sharing I don't use netmeeting
24)Network DDE dynamic data exchange transfer
25)Network DDE DSDM about the same as above
26)Network Location Awareness off, my machine isn't for sharing
27)NTLM Security support provider-telnet hehe, off!
28)Performance logs and alert writes system status to logs or sends warnings
29)Portable media serial number off!
30)Print Spooler printer, unfortunately my machine isn't connected to a Print ~
31) QoS RSVP off!
32)Remote desktop help session manager remote assistance service
33)remote Procedure Call LOCATOR manages RPC
34)remote registry remotely manages the registry
35)removable storage 
36)routing and remote access I simply disabled it
37)security accounts manager my system is just a client system, no IIS needed.
38)smart card
39)smart card helper off!!!
40)SSDP Discovery service I have no use for this
41)system event notification if it's a server then of course it needs to log this
42)system restore service system restore service
43)task scheduler Windows scheduled service
44)Telephony dialing service, if I don't dial up, is that not allowed?

47)uninterruptible power supply UPS, I don't have one
48)universal plug and play device host a bit too advanced, no use for it
49)upload manager you can still transfer files after turning it off
50)volume shadow copy backup again, dizzy
51)webclient never used it
52)Windows Installer MSI service, I've always kept it off.
53)windows image acquisition (WIA) used for digital devices
54)windows management instrumentation driver extensions turned off
55)windows time time service
56)wireless zero configuration wireless network, I have no use for it
57)WMI perfromance adapter off!

If I use Win XP Manager, I need to install net framework. On Microsoft's website it's a very large tool package. If I only want net framework and not the other tools, is that okay?

Only net framework? Hard drives are all big now, this framework is 23MB. Install Win XP Manager under this framework, and you can move other folders to other partitions, like Favorites, Temporary Internet Files, and so on. WinXP Manager can do all that, and besides, it can also slim down WinXP for you.
