Internet cafes prohibit downloads in two situations:
Permissions are set.
IE is set to prohibit downloads or disable "Save program to disk".
If write permissions are set --> PASS
If it's the last item, you can find a key 1803. The batch script is as follows:
REG ADD "HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3" /v 1803 /t reg_sz /d 0 /f

How could a real internet café give you a chance to enter DOS... If there really was such a case, the internet café could close down.

Both wget and curl can be used to download things, and it's very convenient. Just search for it.
