My DOS disk has io.sys Msdos.sys command.exe tw.exe help.txt edit.exe

I boot the computer with this disk and everything is normal after entering DOS. I want to use TW to display the Chinese text in help.txt, but as soon as I run tw.exe it freezes there. It doesn't move at all. What's going on?
