Here's an idea: get the file modification date:
set Date_=2007-02-04
set Date_=%Date_:-=%
if %Date_% GEQ %StartDate% if %Date_% LEQ %EndDate% ......
set Date_=2007-02-04
set Date_=%Date_:-=%
if %Date_% GEQ %StartDate% if %Date_% LEQ %EndDate% ......
