The CD-ROM drive is broken, there's no floppy drive, but it can boot from USB

I'd like to ask everyone, can a USB flash drive be used to drive an external hard disk? I've tried for a long time and still haven't succeeded. Hope an expert can give me some pointers.

Need it urgently!!!

USBMASS is pretty good, but it can't be used on machines using a USB keyboard, because while it drives the hard disk, the keyboard also stops responding.
