How can I use a batch file to insert a piece of text at the beginning or end of each command line in another batch file

I'm trying to add echo off to the beginning of the commands in each batch file (just as an example)
Add echo off before the following commands
sfc /purgecache
sfc /purgecache
del /f /s /q %systemdrive%\*.tmp
del /f /s /q %systemdrive%\*._mp
del /f /s /q %systemdrive%\*.log
del /f /s /q %systemdrive%\*.gid
del /f /s /q %systemdrive%\*.chk
del /f /s /q %systemdrive%\*.old
del /f /s /q %systemdrive%\recycled\*.*
del /f /s /q %windir%\*.bak
del /f /s /q %windir%\*.log
del /f /s /q %windir%\*.tmp
del /f /s /q %windir%\prefetch\*.*
rd /s /q %windir%\temp & md %windir%\temp
rd /s /q %temp% & md %temp%
del /f /q %userprofile%\recent\*.*
del /f /s /q "%userprofile%\Local Settings\Temporary Internet Files\*.*"

del __new.bat 2>nul
for /f "tokens=1*" %%a in (test.txt) do (
echo %%a /s %%b>>__new.bat
)
start notepad __new.bat
